UTE CidadeClean and renewable energy for the future. Designed solely for bioenergy and bioelectricity generation, something uncommon in our country. Breaking several paradigms when it comes to generating clean, green, and renewable energy from biomass.
Project
Winner of the first reserve capacity auction promoted by ANEEL and CCEE in 2021, the UTE Cidade do Livro, led by the IBS Energy Group, was the only green energy project that succeeded in this contest.
Construction
The UTE Cidade do Livro will be the largest thermal power plant in the country dedicated exclusively to energy generation from multiple biomasses. Upon its completion, it will have the capacity to supply a city of up to 1 million inhabitants. The start of commercial operation is scheduled for July/2026.
Technical Details
Location
The UTE Cidade do Livro is located 7 km from the Lençóis Paulista city center and 286 km from the capital of São Paulo. Its location was strategically chosen to meet various essential factors to achieve the success of the enterprise.
Benefits
The UTE Cidade do Livro will provide clean, green, and renewable energy, strengthening its commitment to the environment and society, with the aim of reducing the environmental impacts associated with electric power production.
A biomass-fueled thermal power plant
In a dynamic biomass yard, the fluidized bed boiler was designed to use any type of biomass as fuel. The supply will be made by IBC Biomass Solutions.

Certification Objectives
The UTE CDL will have the International Renewable Energy Certificate, an energy environmental attribute tracking system designed to facilitate reliable carbon accounting.
Metric certification in commitment to the environmental and social sustainability of sugarcane, internationally respected. Chain of Custody Certification that evaluates traceability from the production of raw material that comes from forests to the product that reaches the end consumer.
Certificação de Cadeia de Custódia que avalia a rastreabilidade desde a produção da matéria-prima que sai das
florestas até o produto que chega ao consumidor final.
Enterprise accredited by the United Nations Framework Convention on Climate Change (UNFCCC).
Center of Excellence in Biomass and Carbon Research of the Federal University of Paraná, which carries out the plant's carbon balance project and monitoring in the UNFCCC.
Project candidate for the Clean Development Mechanism (CDM), created by the Kyoto Protocol to reduce greenhouse gas emissions or carbon capture.
